Learning from the unforeseen

Adaptation depends on the architecture that makes capacities mobilisable before margins are exhausted.

Societies and organisations bring together many actors, resources and levels of decision. This complexity can support compensation, learning and reorganisation. It can also slow the response or multiply dependencies. Adaptation depends on the architecture, on the reserves available and on the speed at which a perturbation reduces the margins for action.

CENTRAL PROPOSITION

A capacity protects the system only if it can be activated in time. Its existence must therefore be assessed together with its conditions of access, its mobilisation delay and the period during which it remains relevant.

Complexity does not mechanically produce innovation

Complexity opens a space of exploration by multiplying skills, resources, memories, connections and possible trajectories. Diversity can improve the understanding of a problem. It can also increase disagreements, delays and difficulties of coordination. Its effects depend on the organisation that makes it possible to compare options and select among them.

From diversity to mobilisable capacity

The presence of diversity or redundancy is not enough. In a modular architecture, local variations can be tested, corrected or abandoned without every modification immediately propagating to the whole. Modularity can thus turn an available diversity into a mobilisable capacity.

Centralisation and decentralisation answer different needs. A robust organisation distributes initiative where local information is decisive and maintains sufficient coordination when the effects go beyond that level.

Real redundancy and apparent redundancy

Several suppliers may depend on the same energy grid. Several data centres may be powered by the same regional infrastructure. Several companies may rely on the same logistical chains. The redundancy is then apparent: surface diversification masks a deep common dependency.

A useful redundancy requires a sufficient decorrelation of failure modes. The alternative solutions must remain operational under the conditions in which the main solution fails. A system can count many actors and still depend on the same breaking point.

Constraint and its activation window

The speed of a perturbation matters as much as its nature. An organisation can have the resources required for an adaptation and still be unable to mobilise them if its margins disappear before the reorganisation.

SYNTHESIS

Organisational learning in the face of the unforeseen depends on three complementary conditions. Modularity makes it possible to test responses without propagating every error. Decorrelation limits common-mode failures. A sufficient activation window leaves time to mobilise capacities before margins are exhausted.
